To thoroughly implement the construction requirements for the comprehensive administrative law enforcement team for ecological and environmental protection, and comprehensively improve the professional competence and safety emergency response capabilities of law enforcement and supervision personnel, the Longgang Sub-bureau of Shenzhen Municipal Ecology and Environment Bureau (hereinafter referred to as the Longgang Sub-bureau) recently organized two major events: the 5th Law Enforcement Training Competition (for Automatic Monitoring Facilities) and the 3rd Comprehensive Capability Competition on Work Safety and Emergency Management in the Ecological and Environmental Field. Centering on the core principle of “Training through Actual Combat, Professional Capacity Enhancement and Safety Defense Consolidation”, the events conducted a full-scale assessment and tempering of the comprehensive quality of the law enforcement team.
I. Law Enforcement Training Competition: Focusing on Automatic Monitoring to Forge Professional Competence
This Law Enforcement Training Competition closely centered on the key supervision task of pollutant source automatic monitoring, and set up three core assessment modules, namely Theoretical Assessment of Pollutant Source Automatic Monitoring, On-site Scenario Inspection and Abnormal Data Clue Investigation, and Wastewater Sampling Assessment. These modules conducted an all-round evaluation of law enforcement personnel’s theoretical knowledge reserve, on-site law enforcement skills and collaborative combat capabilities.
The theoretical assessment focused on testing the participants’ proficiency in laws, regulations and technical specifications related to automatic monitoring, so as to solidify the professional foundation for law enforcement work.
The on-site inspection session simulated real law enforcement scenarios. Participants carried out off-site inspections through information-based systems, accurately identified abnormal data and environmental violations, and enhanced their capacity for smart supervision.
The wastewater sampling assessment strictly abided by technical specifications, with strict quality control over the entire process from sampling, preservation and transportation to record-filing. This ensured the authenticity, accuracy and completeness of monitoring data, and provided solid data support for environmental management work.
After fierce competition, the outstanding individuals and teams in various assessments were commended in the event, setting up a group of law enforcement pacesetters with exquisite professional skills and rigorous work ethics.

II. Competition on Safety and Emergency Response: Consolidating the Defense Line of Environmental Safety and Improving Risk Prevention Capabilities
Work safety and emergency management constitute an important guarantee for ecological and environmental safety. This competition included two major sections: Theoretical Assessment and Hidden Hazard Investigation, aiming to enable law enforcement personnel to systematically master safety-related laws and regulations, emergency plans and the essentials of hidden hazard investigation.
The theoretical assessment focused on core legal documents including the Emergency Response Law of the People’s Republic of China and the Master National Emergency Plan for Emergencies, strengthening the awareness of performing duties in accordance with the law and the mastery of emergency response knowledge.
In the hidden hazard investigation session, real enterprise video materials were adopted to simulate on-site inspections. Participants were required to identify environmental safety hazards and assess potential risks within a specified time, tempering their capabilities of detecting hazards with acute insight and conducting scientific disposal.
By means of “Promoting Learning through Competition and Facilitating Practice through Learning”, the event comprehensively improved the grassroots supervision personnel’s capabilities of identifying, preventing and controlling environmental safety risks as well as emergency response, and effectively consolidated the regional ecological and environmental safety barrier.

III. Regularized Training and Continuous Deepening of Team Construction
Since 2025, the Longgang Sub-bureau has been continuously advancing the law enforcement training work. By establishing a talent pool and an expert pool for law enforcement skills, launching training lectures and carrying out the Lectures by Section and Institute Directors program, the Sub-bureau has built a regular platform for learning and exchange, giving full play to the role of professional backbones in “Mentoring, Coaching and Supporting” young staff, and constantly elevating the professionalization level of the team. Meanwhile, adhering to the core goal of improving ecological and environmental quality, the Sub-bureau has focused on the key tasks of the critical battle against pollution, continuously deepened professional training and diversified training forms. Through various practical approaches such as Air Pollution Remediation Assistance and Cross-regional Law Enforcement Inspections, it has comprehensively enhanced the comprehensive quality and duty-performing capabilities of the law enforcement team.
Moving forward, taking this competition as an opportunity, the Longgang Sub-bureau will continue to implement the requirements of law enforcement training featuring “Full Participation, Year-round Implementation and Whole-process Advancement”, and further improve the mechanism of “Promoting Training through Competition and Practicing Skills through Actual Work”. It will strive to build an elite ecological and environmental protection team with strong political awareness, superior professional competence, rigorous work conduct and the courage to take responsibilities, so as to provide solid law enforcement support for further advancing the critical battle against pollution, firmly safeguarding the bottom line of environmental safety and serving the high-quality development of the region.
