2025 Shenzhen Ecological Conference on Disruptive Technological Innovation Held in Luohu

The 2025 Shenzhen Ecological Conference on Disruptive Technological Innovation was held in Luohu on Dec 20, releasing robot contest results and supportive tech policies, with multiple projects winning national R&D funding and intending to settle in Luohu.

On December 20, the 2025 Shenzhen Ecological Conference on Disruptive Technological Innovation and the Achievement Release Event of the Intelligent Robot Championship was held in Luohu District.

The first Intelligent Robot Championship held in Shenzhen is the first tournament launched under the National Competition for Disruptive Technological Innovation. This championship focuses on selecting and supporting enterprises and teams with potential for disruptive technological innovation in the sector, attracting a total of 253 projects from across the country. The technical routes cover the entire industrial chain of intelligent robots, ranging from perception, decision-making, drive and control to complete machine manufacturing, which fully demonstrates the innovation depth and industrial potential of China’s intelligent robot industry. After two rounds of competition featuring project roadshows and expert evaluations (the preliminary round and the final round), 12 high-quality projects stood out from the contestants.

At the award ceremony, four projects were granted the official approval and licensing for the key special project of the National Key R&D Program – Disruptive Technological Innovation (hereinafter referred to as the Key Special Project). It is reported that the approved projects will receive comprehensive and sustainable support in funding, technology and intellectual resources, serving as a continuous source of impetus for their pursuit in the marathon of disruptive innovation. Since its establishment, the Shenzhen Center for Disruptive Technological Innovation has curated a portfolio of over 300 high-quality projects rooted in Shenzhen and open to the whole nation. Upon recommendation and joint demonstration with the Beijing-Tianjin-Hebei Center, more projects are expected to secure the approval for the Key Special Project in the future. In addition, enterprises with the intention to settle in Luohu with their six projects signed cooperation agreements with the district government at the event.

As a co-constructor of the Shenzhen Center for Disruptive Technological Innovation, Luohu District released Several Measures of Luohu District, Shenzhen to Support the Development of Disruptive Technological Innovation at the conference, formulating a systematic policy framework centering on the goal of industrialization of disruptive technologies.

In terms of industrial space support, Luohu has built a full-life-cycle spatial policy system covering incubators, accelerators, innovation and production premises, thematic buildings and industrial land parcels.

For financial support, Luohu has constructed a financial service system covering the entire life cycle of enterprises, and launched a special Venture Capital Fund for Disruptive Technologies with a total scale of 1 billion yuan.

In terms of scenario opening and application support, Luohu has pledged to provide one enterprise, one customized order scenario support for each disruptive project, and apply new technologies and products to smart urban development, transportation, emergency management and other fields.

For talent support, project teams accredited as Jingying Talents will be entitled to comprehensive services and guarantees covering housing support, children’s admission to schools, medical and health care, transportation, cultural and sports services.

In terms of computing power support, Luohu provides computing power subsidies for disruptive projects; the high-quality dataset generated by the Medical Corpus Center currently under construction will be open to cooperative enterprises.
