With the features of “proximity discovery and second-level response”, Luohu District officially launched the city’s first Hongmeng Government Services Center on December 22nd, enabling enterprises and residents to handle administrative affairs with higher efficiency and smarter experience.
Seamless Cross-device Connection: Hongmeng Empowers a “Efficiency Revolution” in Government Services
Stepping into the second floor of Luohu District Government Services Center, a series of intelligent scenarios are striking. The first sight is an AI digital human “smart front desk” that can understand and respond to voice inquiries. Based on a knowledge graph built with more than 52,000 pieces of government service data, it is equipped with natural speech interaction capabilities. For residents’ frequently asked questions about administrative services, it achieves “second-level response”, cutting the average consulting waiting time from over 10 minutes to instant reply.
What brings greater convenience is Hongmeng’s exclusive “proximity discovery” service. When residents with Hongmeng-enabled mobile phones enter the vicinity of the Government Services Center, they can complete appointment and queuing for government services on their phones via Hongmeng Meta Services without downloading any apps. Queuing information is synced to Hongmeng queuing screens in real time, creating a seamless experience from entry to waiting. This service has reduced residents’ average queuing time by 80%.

Ms. Li, who just finished processing her affordable housing application on site, praised the service sincerely: “I originally saw a queue at the consultation desk and decided to ask the digital human next to me. Unexpectedly, I got clear explanations of the procedures and required documents in just one to two minutes with precise guidance. The Meta Service queuing function is also innovative and convenient, saving a lot of time – it’s truly hassle-free.”
In-depth Integration with AI: Hongmeng Drives the “Precise Upgrade” of Enterprise Services
In the self-service area, the “Hongmeng + AI Smart Form-filling” service has solved the long-standing “form-filling pain point” for enterprises and residents. Previously, processing businesses such as enterprise registration and alteration required repeated filling of multiple forms and verification of massive information, which was time-consuming and labor-intensive.
Now, with the Hongmeng Smart Form-filling Area, the system automatically populates pre-existing information fields. Coupled with the NearLink technology that enables seamless data transmission between devices and AI-assisted form-filling functions, over 95% of the fields in application materials that once required manual collation can be intelligently completed. A full set of application documents can be generated and printed in just a few minutes.
“The whole process of handling affairs is extremely smooth. No more repeated verification of forms or rushing between multiple service windows – it has greatly reduced our time costs!” said Mr. Zhang, an enterprise representative who came to handle business, with genuine emotion.
Dual Internal and External Advancement: Hongmeng Activates a “Leap in Efficiency” for Government Administration
As the first government service application scenario of the Hongmeng Ecosystem in the district, Luohu has deeply integrated core features of the OpenHarmony system – such as distributed capabilities and atomic services – with the reform demands of government services. Taking full advantage of the technical strengths of Hongmeng’s distributed soft bus, Luohu has built a digital infrastructure supporting shared device capabilities and cross-device collaboration.
By combining Hongmeng’s technical capabilities (including proximity communication, Meta Services and NearLink) with AI, Luohu has restructured the business processes of government services, reshaped the experience of government service and management, and comprehensively improved the efficiency of government services.
A dedicated Hongmeng Service Window has also been set up on site. Relying on the adaptability of the open-source OpenHarmony system to government business systems and various peripheral devices, government service equipment of different brands and types realize collaborative linkage, forming a “Hongmeng Super Terminal”.
Window staff no longer need to switch frequently between multiple systems; they can complete the entire process of information retrieval, document printing and business handling through a single Hongmeng collaborative interface. The once mechanical and tedious review work has thus transformed into warm, precise assistance and proactive guidance services.
While continuously innovating external service scenarios, Luohu District has deepened the application of Hongmeng technology in internal management, launching two key scenarios: Hongmeng + Smart Energy Conservation and Hongmeng + Smart Information Release, building a dual-driven model of “improving efficiency and quality for the public, strengthening internal management”.

The former realizes real-time energy consumption monitoring and dynamic adjustment through distributed intelligent management and control of lighting, air conditioning and other equipment in the center, effectively reducing operational energy consumption. The latter leverages the multi-terminal collaboration capability of the Hongmeng system to promote the accurate and efficient transmission of government information.
Joint Construction with Ecological Synergy: Hongmeng Paints a “New Future Chapter” for the Smart Industry
Since this year, Luohu has firmly anchored its core positioning as Shenzhen’s Ecological Agglomeration Area for Operating Systems. With OpenHarmony/RISC-V as the core technical route and the construction of a coordinated software and hardware ecological system as the goal, Luohu has planned and built a three-dimensional industrial spatial pattern of “One City, Two Parks, Five Streets and Ten Experience Stores”, and issued seven special policies for the Hongmeng Ecosystem (the “Hongmeng Seven Policies”). These measures have accelerated the formation of a closed-loop system featuring “technology-driven innovation, application incubation, scenario cultivation and ecological aggregation”.
On November 11th, Luohu opened high-value Hongmeng application scenarios to the whole society in key sectors including government services, smart education, healthcare, cultural tourism and urban construction.
The pioneering opening and in-depth implementation of this government service scenario have not only extended Hongmeng’s technical empowerment from a “single-point application” in government services to key livelihood sectors such as education, healthcare and finance, realizing “ecological empowerment” through cross-sector integration, but also brought full-cycle development opportunities for Hongmeng ecological enterprises. This further fosters an industrial development pattern of “government-enterprise symbiosis and collaborative win-win”.
