Meng Fanli Presides over the Meeting
On December 26, the Standing Committee of the CPC Shenzhen Municipal Committee held a meeting to earnestly study and implement the spirit of General Secretary Xi Jinping’s recent series of important speeches and instructions, convey and learn the spirit of the Circular on Doing a Good Job in Relevant Work During the 2026 New Year and Spring Festival issued by the General Office of the CPC Central Committee and the General Office of the State Council, and map out measures for Shenzhen to implement the requirements. Meng Fanli, Secretary of the CPC Shenzhen Municipal Committee, presided over the meeting.
The meeting emphasized that it is essential to earnestly study and implement the spirit of General Secretary Xi Jinping’s important speech at the meeting of the Political Bureau of the CPC Central Committee, carefully plan Shenzhen’s work on improving Party conduct, building a clean government and combating corruption for the next year, promote full and rigorous self-governance of the Party with higher standards and more effective measures, and resolutely uphold the Two Establishments and firmly implement the Two Upholds through concrete actions. Efforts should be made to conduct in-depth and solid political supervision centered on achieving the goals and tasks of the 15th Five-Year Plan period, urge Party members and cadres to establish and practice a sound view of performance, carefully formulate, compile and implement the 15th Five-Year Plan, and ensure that the major decisions and arrangements made by General Secretary Xi Jinping and the CPC Central Committee are fully implemented in Shenzhen. We must simultaneously strengthen Party spirit, conduct and discipline, consolidate and build on the achievements of the educational campaign on thoroughly implementing the central Party leadership’s eight-point decision on improving conduct, promote the regular and long-term development of work style improvement, continuously deepen the concentrated rectification of unhealthy tendencies and corruption issues that occur around the people, and win people’s trust with more tangible results. We should tighten the institutional cage, strengthen supervision, discipline enforcement and accountability, and effectively enhance the implementation of institutions. We must unswervingly advance the fight against corruption, deepen the combination of treating symptoms and addressing root causes, and promote the integrated development of a culture of not daring to corrupt, a mechanism that prevents corruption, and a mindset that rejects corruption, so as to foster a sound development environment under the guidance of a clean and upright political ecosystem. We should resolutely assume the political responsibility for full and rigorous self-governance of the Party, continuously strengthen the standardized, law-based and regular development of discipline inspection and supervision work, and strive to make new progress and achievements in Shenzhen’s efforts to improve Party conduct, build a clean government and combat corruption.
The meeting stressed that we should thoroughly study and implement General Secretary Xi Jinping’s important expositions on work safety, better balance development and security, firmly establish a systematic mindset, a bottom-line mindset and an extreme scenario mindset, and, with a sense of responsibility that keeps us on high alert at all times, meticulously and solidly advance all work related to risk prevention, safety assurance and stability maintenance, so as to resolutely safeguard people’s lives and property and ensure overall social peace and stability. We must strictly implement various regulatory systems and prevention and control measures, adhere to general surveys across the board plus detailed inspections on key areas, resolutely and effectively identify and rectify all types of potential hazards, strengthen the community-level emergency response foundation and capabilities, conduct strict, continuous and round-the-clock supervision in accordance with laws and regulations, and promote standardized operations in all sectors. We should strengthen the implementation of responsibilities, do a solid job in monitoring, early warning and emergency response, carry out in-depth safety popularization and education, and effectively integrate safety work into all aspects and fields of urban operations and development.
The meeting emphasized that we should earnestly study and implement General Secretary Xi Jinping’s important instructions on improving the ideological and moral standards of minors and the spirit of the forum on this work, fulfill the fundamental task of fostering virtue through education, take the ideological and moral development of minors as a strategic and foundational task, improve the mechanism for coordinated education involving schools, families and society, ensure that schools assume the primary responsibility for education, attach importance to and strengthen family education, actively create a sound social and cultural environment, enhance the capacity of online education, promote the physical and mental health of minors, strengthen the protection of minors and the prevention and control of juvenile delinquency, and work together to create a favorable social environment for the healthy growth and all-round development of minors.
The meeting stressed that we should implement the spirit of the Circular on Doing a Good Job in Relevant Work During the 2026 New Year and Spring Festival issued by the General Office of the CPC Central Committee and the General Office of the State Council, focus on completing the annual goals and tasks, continuously correct the Four Winds and foster new practices, wholeheartedly care for the production and living conditions of people in difficulty, carefully organize a series of cultural, sports, tourism and commercial activities, ensure market supply and price stability, smooth transportation, safety and stability, and effective on-duty emergency response, so as to ensure that people can celebrate a joyful, peaceful and harmonious festival.
