On the afternoon of December 29, an expanded meeting of the Party Leadership Group of Shenzhen Municipal People’s Congress Standing Committee was presided over by Dai Yunlong, Secretary of the Party Leadership Group and Director of Shenzhen Municipal People’s Congress Standing Committee. The meeting conveyed, studied and implemented the spirit of General Secretary Xi Jinping’s recent series of important speeches as well as the spirits of the standing committee meetings of the CPC Guangdong Provincial Committee and CPC Shenzhen Municipal Committee, and deliberated on measures for implementation.
The meeting communicated and studied the spirit of General Secretary Xi Jinping’s important instructions on the ideological and moral construction of minors. It emphasized that Shenzhen should fully exercise the legislative power of the special economic zone to strengthen legislation in fields such as education, culture, child-friendliness, and minor protection. Efforts should be made to conduct in-depth research on the revision of the Measures for the Implementation of the Minors Protection Law of the People’s Republic of China in the Shenzhen Special Economic Zone, so as to consolidate the legal safeguards for minors in the city. It is also essential to improve supporting institutional mechanisms, refine the six – pillar protection system covering families, schools, society, cyberspace, government and judiciary, and pool efforts to create a sound social environment for the healthy growth of minors.
The meeting also conveyed and studied the spirit of General Secretary Xi Jinping’s important instructions on the work of central enterprises. It required that, based on the functions and roles of the People’s Congress and in conjunction with the review of the 15th Five – Year Plan, efforts should be made to align the special plans of state – owned assets and state – owned enterprises with the strategic missions of the new era and new journey. The focus should be on enhancing core functions and core competitiveness to build a more scientific and reasonable planning indicator system. Proactive actions should be taken to improve the incentive and due – diligence exemption mechanisms for state – owned capital venture capital institutions, so as to provide stronger support for early – stage, small – scale and hard – tech investments, and facilitate the in – depth integration of scientific and technological innovation and industrial innovation. Additionally, the People’s Congress should strengthen its supervision over state – owned assets, further develop and improve the reporting system on the management of state – owned assets with full – scale coverage and all – in – one caliber, and contribute to the high – quality development of state – owned assets and state – owned enterprises in Shenzhen.
Furthermore, the meeting communicated and studied the spirit of the Circular on Doing a Good Job in Relevant Work During the New Year’s Day and Spring Festival of 2026 issued by the General Office of the CPC Central Committee and the General Office of the State Council. It stressed that in accordance with the requirements of the circular and the work arrangements of the provincial and municipal committees, all tasks should be effectively implemented, the bottom line of safety should be firmly safeguarded, a strong sense of integrity and self – discipline should be fostered, efforts to correct the “Four Winds” and promote new practices should be sustained, and concrete actions should be taken to create a clean and upright atmosphere for the festivals.
Meeting Held by the Party Leadership Group of Shenzhen Municipal Committee of the Chinese People’s Political Consultative Conference (CPPCC) to Earnestly Study and Implement the Spirit of General Secretary Xi Jinping’s Series of Important Speeches and Instructions
On December 29, a meeting of the Party Leadership Group and a study session of the Theoretical Learning Center Group of the Party Leadership Group of Shenzhen Municipal Committee of the CPPCC were held. The meetings earnestly studied and implemented the spirit of General Secretary Xi Jinping’s recent series of important speeches and instructions, as well as the spirit of the standing committee meeting of the CPC Shenzhen Municipal Committee, and made arrangements for the CPPCC’s implementation work. The meetings were presided over by Lin Jie, Secretary of the Party Leadership Group and Chairman of Shenzhen Municipal Committee of the CPPCC.
The meetings required that the spirit of General Secretary Xi Jinping’s important speech at the meeting of the Political Bureau of the CPC Central Committee should be earnestly studied and implemented. Higher standards and more effective measures should be adopted to promote comprehensive and strict governance over the Party within the CPPCC, which will provide a solid guarantee for the high – quality development of the CPPCC cause. Concrete actions should be taken to firmly uphold the “Two Establishments” and resolutely implement the “Two Safeguards”. A correct view of performance should be established and practiced to assist in the well – formulated, implemented and supervised 15th Five – Year Plan, ensuring that the decisions and arrangements of General Secretary Xi Jinping and the CPC Central Committee are effectively implemented within the CPPCC. Efforts should be made to simultaneously strengthen Party spirit, conduct and discipline, consolidate the achievements of the study and education on thoroughly implementing the spirit of the Eight – Point Regulation of the CPC Central Committee, promote the regular and long – term development of work style improvement, continuously carry out the “Performing Duties for the People” campaign and the “Six – Item Service Delivery to Grassroots” activity, and gain public trust through more tangible and accessible outcomes. Unwavering efforts should be made to advance the fight against corruption, further improve institutional safeguards, and promote the integrated development of a system where officials dare not be corrupt, cannot be corrupt, and do not want to be corrupt, so as to create a clean and upright political ecosystem. The main responsibility for comprehensive and strict governance over the Party should be earnestly fulfilled, the building of the discipline inspection team in the organ should be strengthened, and new progress and achievements should be continuously made in the work of improving Party conduct, building a clean government and combating corruption within the CPPCC.
The meetings also required in – depth study and implementation of General Secretary Xi Jinping’s important expositions on work safety. The CPPCC should take on its responsibilities and play an active role in helping Shenzhen improve the work safety institutional system, strengthen the source control of safety risks, deepen special work safety governance, enhance the capacity to handle work safety accidents, promote the upgrading of safety standards through technological empowerment, and build a new pattern of social co – governance in work safety. These efforts will lay a solid safety foundation for a sound start to the 15th Five – Year Plan.
In addition, the meetings emphasized in – depth study and implementation of General Secretary Xi Jinping’s important expositions on the ideological and moral construction of minors. The CPPCC should give play to its advantages, conduct in – depth research, carry out extensive consultations and put forward targeted suggestions. It should contribute wisdom and efforts to uniting the joint forces of schools, families and society, creating a favorable social environment for the healthy growth of minors, and promoting their all – round development.
