On January 7, the Shenzhen-Shanwei Assistance and Cooperation Headquarters convened a brainstorming session. The event aimed to review and summarize the achievements of assistance and cooperation work in 2025, analyze and assess the new situation and tasks ahead, systematically map out the work ideas and key initiatives for 2026, and ensure a solid start for all Shenzhen-Shanwei assistance and cooperation work in 2026. Dai Bin, Commander of the Headquarters, attended the meeting and delivered a speech.
At the meeting, leaders of the Headquarters, heads of all departments (offices), and leaders of the working groups stationed in various counties (cities, districts) delivered detailed reports on their respective experience, practices, highlight achievements and existing difficulties. They conducted in-depth exchanges on the ideas for the next phase of work, made pragmatic plans for advancing key tasks and implementing major projects in the subsequent stage, built ideological consensus, clarified the work objectives for 2026, and formulated a clear work roadmap.
The year 2025 marked a crucial period for comprehensively “accelerating progress, improving quality and enhancing efficiency” in the new round of Shenzhen-Shanwei assistance and cooperation, with remarkable progress made in various undertakings:
- The construction of industrial parks at both municipal and county levels took the lead, laying a solid foundation for the development of these parks.
- Investment promotion efforts yielded fruitful results, with 52 projects introduced into the municipal and county-level parks, boasting a planned total investment of 13.15 billion yuan, which exceeded the annual target.
- The cooperation model evolved from one-way assistance to a new type of collaboration, expanding into emerging sectors such as new energy and low-altitude economy.
- Brand-building initiatives were launched to address weaknesses in people’s wellbeing, with a series of flagship projects implemented including “Shared Healthcare for All” and “Education Capacity Enhancement Program”.
- The integration of Party building and business operations was advanced to improve efficiency, strict supervision was imposed on the funds of the assistance and cooperation team, and a strong safety line was established.
The meeting emphasized that all cadres should closely follow the work arrangements of the province and cities, deepen the new-type assistance and cooperation, boost morale and strengthen perseverance, so as to submit an excellent report for the conclusion of the new three-year assistance and cooperation program.
First, it is imperative to grasp the accurate positioning, implement the overall work requirement of “two-way cooperation for mutual benefit and win-win results” between the two cities, and promote resource complementarity and major project cooperation between Shenzhen and Shanwei.
Second, efforts should be made to build important carriers, continuously improve the infrastructure supporting facilities of municipal-level parks, advance the construction of two industrial space projects—the Shenzhen-Shanwei Cooperation Industrial Park and Shenzhen-Shanwei Building, promote the substantive operation of platform companies and park funds, and explore the establishment of a park benefit-sharing mechanism.
Third, Shenzhen’s advantages should be fully leveraged to accelerate Shanwei’s integration into the Guangdong-Hong Kong-Macao Greater Bay Area (GBA). Focusing on five key emerging fields, namely new energy, low-altitude economy, agricultural technology, domestic operating systems and artificial intelligence, a number of implementable cooperation projects should be launched to boost Shanwei’s leapfrog development in seizing the opportunities brought by the technological progress of emerging industries.
Fourth, the Headquarters should give full play to its role as a bridge and link, make good use of the platform advantages of the Shenzhen-Shanwei Special Cooperation Zone and the policy on counterpart cooperation with key cities in old revolutionary base areas, focus on the key task of orderly industrial transfer, and polish the business environment brand of “What the Special Economic Zone can do, the old revolutionary base area can do too”.
Fifth, support should be provided for the “Hundred Counties, Thousand Towns, Ten Thousand Villages High-quality Development Initiative”, continue to do a good job in town-assistance and village-support work, smoothly transition to regular assistance, vigorously support industries that enrich people and revitalize villages, strengthen the brand-building of local specialties, and implement a number of people’s wellbeing projects that are warm-hearted, distinctive and influential.
