The 15th Five-Year Plan period is a crucial stage for consolidating the foundation and making all-out efforts to basically realize socialist modernization, during which Shenzhen Special Economic Zone will celebrate its 50th anniversary. The 11th Plenary Session of the 7th CPC Shenzhen Municipal Committee has comprehensively, systematically and in-depth studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, earnestly studied and implemented the guiding principles of the 20th National Congress of the Communist Party of China and all its plenary sessions, thoroughly implemented the spirit of General Secretary Xi Jinping’s important speeches and instructions on Guangdong and Shenzhen, firmly fulfilled the historic mission entrusted to Shenzhen by the Party Central Committee in the new era, implemented the specific “1310” deployment of the Provincial Party Committee and the spirit of the 7th Plenary Session of the 13th CPC Guangdong Provincial Committee, embodied the characteristics of the times, grasped the laws and pursued innovation. The following recommendations are put forward for formulating the 15th Five-Year Plan for National Economic and Social Development of Shenzhen.
I. Seize the Strategic Opportunities of the Crucial 15th Five-Year Plan Period, Forge Ahead with Determination and Dedication, and Resolutely Take the Lead in the Great Practice of Advancing Chinese-Style Modernization
(1) New Progress and Achievements in Shenzhen’s Development During the 14th Five-Year Plan Period
The 14th Five-Year Plan period has witnessed an extraordinary development journey and precious achievements for Shenzhen. Under the strong leadership of the Party Central Committee with Comrade Xi Jinping at its core and the correct leadership of the Provincial Party Committee, the Municipal Party Committee has united and led the broad masses of Party members, cadres and people in the city, adhered to the general principle of making progress while maintaining stability, fully, accurately and comprehensively implemented the new development philosophy, further activated the three driving forces of reform, opening-up and innovation, forged ahead despite difficulties, withstood the severe impact of the century-long pandemic, and effectively responded to a series of major risks and challenges. Focusing on accelerating the building of a more globally influential economic center city and a modern international metropolis, Shenzhen has made new progress and achievements in advancing Chinese-style modernization with a new look and new actions.
Important progress has been made in high-quality development, new productive forces have developed at an accelerated pace, the city’s status as an economic center has been further consolidated, its gross regional product (GRP) has ranked third among Chinese cities, and its total import and export volume of foreign trade has jumped to the first place in China. The competitiveness of the industrial system has been comprehensively enhanced. The modern industrial system features a more complete range of sectors, a more optimized structure and more prominent efficiency. The city’s “depth” in the global market has increased significantly. Its industry, especially manufacturing and industrial clusters, takes a leading position in China. Since 2022, the total industrial output value of industrial enterprises above designated size and the total industrial added value have ranked first among Chinese cities for three consecutive years. The added value of advanced manufacturing and high-tech manufacturing accounts for 68.2% and 58.2% of the added value of industrial enterprises above designated size respectively; the added value of modern service industry accounts for 76.5% of the total added value of the service industry; and the added value of strategic emerging industries accounts for 42.3% of the GRP. The number of national-level specialized, sophisticated, distinctive and innovative “little giant” enterprises has ranked first among Chinese cities for the first time. The core strength of scientific and technological innovation has been comprehensively improved, with a flood of scientific and technological innovation achievements. The total investment in R&D across the whole society has jumped to the second place among Chinese cities, and the R&D intensity ranks first in the country. The number of PCT international patent applications has ranked first among Chinese cities for 21 consecutive years. Major breakthroughs have been made in technological innovations such as extracorporeal membrane oxygenation (ECMO) and nuclear magnetic resonance. The Shenzhen-Hong Kong-Guangzhou innovation cluster has topped the global top 100 innovation clusters released by the World Intellectual Property Organization. The banner of reform and opening-up has been held higher. The comprehensive reform pilot has achieved remarkable results, with 48 innovative measures and typical experiences promoted nationwide. Qianhai has maintained a vibrant development momentum, and Hetao Area is thriving. The construction of a world-class market-oriented, law-based and internationalized business environment has been advanced in depth. The total number of market entities has maintained the leading position among Chinese cities. The port customs clearance volume has increased significantly year by year, and in 2024, the number of inbound and outbound passengers through various ports in Shenzhen accounted for 39.3% of the national total. The level of urban planning, construction and governance has been significantly improved, and the intensification of urban development has been greatly enhanced. The “Overall Land Space Plan of Shenzhen (2021-2035)” has been approved by the State Council. The density of rail transit and the passenger traffic intensity of metro rank first among Chinese cities. The Shenzhen-Zhongshan Bridge has been built across the sea, and the International Mangrove Center has been put into operation. Urban civilization shines brightly. Shenzhen successfully hosted the closing ceremony of the 15th National Games and various events in the Shenzhen division, and has been rated as a “National Civilized City” for seven consecutive times. Artistic works with backbone, morality and warmth have been continuously launched, and a positive, healthy, vigorous and simple culture has been integrated into daily life. The “Seven High-Quality Livelihood Initiatives” have yielded more fruitful results. The quality of employment has been steadily improved. The number of newly added basic education places, medical and health beds and indemnificatory housing has exceeded or approached the total of the 12th Five-Year Plan and the 13th Five-Year Plan periods. The construction of a law-based and safe Shenzhen has achieved remarkable results. Whole-process people’s democracy has been steadily advanced. The capacity for safeguarding national security has been effectively enhanced. The social governance pattern featuring joint contribution, joint governance and shared benefits has been continuously improved. The Party’s leadership and Party building have been comprehensively strengthened. The comprehensive and strict governance of the Party has been advanced in depth. The political and organizational functions of Party organizations have been continuously enhanced, and a sound political ecosystem has been further consolidated.
The main goals and tasks of the 14th Five-Year Plan are about to be successfully completed, marking a good start for the new journey towards the Second Centenary Goal. The fundamental reason for these achievements lies in the navigation and guidance of the Party Central Committee with Comrade Xi Jinping at its core, and the scientific guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era.
(2) The Important Connecting Role of the 15th Five-Year Plan Period
Realizing socialist modernization is a phased, progressive and continuous historical process that requires relentless efforts and sustained struggle. The 15th Five-Year Plan period is a crucial stage for consolidating the foundation and making all-out efforts. Shenzhen must accurately position itself in the overall development of the country and the province, consolidate and expand its advantages, break through bottleneck constraints, strengthen weak areas, forge ahead with determination, and strive to push economic and social development to a new level, making decisive progress in taking the lead in realizing socialist modernization.
(3) The Development Environment Faced by Shenzhen During the 15th Five-Year Plan Period
During the 15th Five-Year Plan period, China’s development environment will undergo profound and complex changes, with strategic opportunities coexisting with risks and challenges, and more uncertainties and unpredictable factors emerging. At the same time, China has a stable economic foundation, numerous advantages, strong resilience and great potential. The supporting conditions and basic trend of long-term sound development remain unchanged. The institutional advantages of socialism with Chinese characteristics, the advantages of a super-large market, a complete industrial system and abundant human resources have become more prominent. As a special economic zone, a pilot demonstration area of socialism with Chinese characteristics, a central city and a core engine of the Guangdong-Hong Kong-Macao Greater Bay Area, Shenzhen embodies these national advantages more distinctly. It also boasts more comprehensive and stronger advantages, including a better geographical location and development foundation in the new development paradigm, leading advantages in large-scale and systematically improved industries, top-notch advantages in industrial science and technology innovation, first-mover advantages in emerging industries and future industries, a world-class market-oriented, law-based and internationalized business environment, advantages in reform and opening-up, and the advantages of a large and young population. Meanwhile, problems of unbalanced and inadequate development still exist. The matching degree between supply and demand needs to be improved, the transformation of old and new growth drivers has a long way to go, and there are still shortcomings in promoting high-quality development and balancing development and security.
Changes bring opportunities, and challenges inspire fighting spirit. The whole city must deeply understand the decisive significance of the “Two Establishments”, strengthen the “Four Consciousnesses”, enhance the “Four Matters of Confidence”, and uphold the “Two Upholds”. We must maintain strategic resolve, strengthen confidence in victory, actively identify, adapt to and shape changes, dare to fight and be good at fighting, overcome difficulties, combat risks and meet challenges with a proactive historical spirit, take action, work in a down-to-earth manner, blaze new trails and explore new areas, foster new drivers and advantages for development, strive to create a new situation in Shenzhen’s modernization drive, and make new and greater contributions to advancing the cause of building a strong country and national rejuvenation.
II. Basic Guidelines and Main Goals for Shenzhen’s Economic and Social Development During the 15th Five-Year Plan Period
(4) Guiding Ideology for Shenzhen’s Economic and Social Development During the 15th Five-Year Plan Period
Adhere to Marxism-Leninism, Mao Zedong Thought, Deng Xiaoping Theory, the Important Thought of “Three Represents”, the Scientific Outlook on Development, and comprehensively, systematically and in-depth study and implement Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Thoroughly implement the guiding principles of the 20th National Congress of the Communist Party of China and all its plenary sessions, as well as the spirit of General Secretary Xi Jinping’s important speeches and instructions on Guangdong and Shenzhen. Centering on building a great modern socialist country in all respects and achieving the Second Centenary Goal, and in accordance with the general requirement of taking the lead and being a pacesetter in the great practice of advancing Chinese-style modernization, we will coordinate the implementation of the “Five-Sphere Integrated Plan” and the “Four-Pronged Comprehensive Strategy”, implement the specific “1310” deployment of the Provincial Party Committee, fully, accurately and comprehensively implement the new development philosophy, actively integrate into and serve the new development paradigm, adhere to the general principle of making progress while maintaining stability, take economic construction as the central task, focus on promoting high-quality development, take reform and innovation as the fundamental driving force, take meeting the people’s ever-growing needs for a better life as the fundamental goal, and take comprehensive and strict governance of the Party as the fundamental guarantee. In accordance with the requirements of a high standing and a broad vision, we will demonstrate the responsibility of taking the lead, setting an example and shouldering important tasks, forge ahead with determination and dedication, and accelerate the coordinated, integrated and unified construction of a world-leading important advanced manufacturing center, an industrial science and technology innovation center with global influence, an industrial financial center, a consumption center and a logistics center. We will build a better special economic zone in the new era, a better pilot demonstration area of socialism with Chinese characteristics on the new journey, a better central city and core engine of the Guangdong-Hong Kong-Macao Greater Bay Area, accelerate the building of a more globally influential economic center city and a modern international metropolis, promote effective qualitative improvement and reasonable quantitative growth of the economy, make solid strides in promoting the all-round development of people and common prosperity for all people, and ensure decisive progress in taking the lead in realizing socialist modernization.
(5) Basic Requirements for Shenzhen’s Economic and Social Development During the 15th Five-Year Plan Period
- Uphold the Party’s overall leadership: Resolutely uphold the authority and centralized and unified leadership of the Party Central Committee, ensure that the Party’s leadership runs through all aspects and the whole process of economic and social development, guide high-quality development with high-quality Party building, and ensure that Shenzhen’s practice of Chinese-style modernization always advances in the correct direction.
- Uphold the people-centered approach: Respect the people’s principal position, rely closely on the people, safeguard the fundamental interests of the people, promote social fairness and justice, focus on ensuring and improving people’s livelihood in the course of development, expand development space while meeting people’s livelihood needs, promote coordinated economic and social development and mutual reinforcement of material and cultural progress, and ensure that the fruits of modernization benefit all people in the city more fairly.
- Uphold high-quality development: Guide development with the new development philosophy, continuously foster new productive forces, actively integrate into, serve and promote the domestic and international dual circulation, accelerate the construction of a modern industrial system with Shenzhen’s characteristics and advantages and stronger international competitiveness, promote the optimization and upgrading of the economic structure, improve the quality of incremental development and revitalize the stock, and promote sustained and healthy economic development and all-round social progress.
- Uphold comprehensive deepening of reform: Adhere to maintaining integrity and innovation, vigorously carry forward the spirit of reform and opening-up and the special economic zone spirit, and with the courage to be pioneers and the perseverance to keep going, comprehensively deepen reform and expand opening-up at a higher starting point, on a higher level and for higher goals, create new advantages and achieve new breakthroughs, and promote high-quality development through comprehensive deepening of reform and opening-up.
- Uphold the combination of an effective market and a promising government: Give full play to the decisive role of the market in resource allocation, better play the role of the government, participate in building, serving and utilizing the unified national market, build a law-based and credit-based economy, continuously create a world-class market-oriented, law-based and internationalized business environment, and form an economic order that is both “vibrant” and “well-regulated”.
- Uphold balancing development and security: Consolidate security in the course of development and pursue development in the context of security, strengthen bottom-line thinking, effectively prevent and resolve various risks, enhance economic and social resilience, and safeguard the new development paradigm with a new security framework.
(6) Main Goals for Shenzhen’s Economic and Social Development During the 15th Five-Year Plan Period
- New progress in high-quality development: Major breakthroughs will be made in cultivating and developing new productive forces, integrating into and serving the new development paradigm, and building a modern economic system. The household consumption rate will be significantly increased, and the leading role of domestic demand in driving economic growth will be continuously strengthened.
- New breakthroughs in industrial science and technology innovation: The scale and intensity of R&D investment across the whole society will be further increased, the capacity for basic research and original innovation will be significantly enhanced, a large number of major innovation achievements, especially key core technology breakthroughs, will be made, and the number of fields where Shenzhen takes the lead will increase significantly. The ecosystem for innovation, entrepreneurship and creation will be further improved.
- New steps in reform and opening-up: The comprehensive reform pilot will be further advanced, the systematicness, integrity and coordination of reforms will be enhanced, the higher-level open economic system will be continuously improved, the institutionalization, standardization and proceduralization of whole-process people’s democracy will be further improved, and the construction of a leading demonstration city of the rule of law under socialism with Chinese characteristics will be promoted with high quality.
- New improvement in the level of social civilization: Core socialist values will be deeply rooted in the hearts of the people, the cultural industry will thrive, high-quality works that embody the Chinese spirit, the spirit of the times and the image of Shenzhen will be continuously created, the people’s spiritual and cultural life will be more enriched, and the level of urban civilization will be continuously improved.
- New achievements in improving people’s well-being: New progress will be made in achieving high-quality full employment, the growth of residents’ income will be in step with economic growth, the increase in labor remuneration will be in step with the improvement of labor productivity, the distribution structure will be optimized, public services will be more high-quality, diversified and convenient, the social security system will be more complete, the space for the all-round development of people will be broader, and the people’s aspiration for a better life will be continuously fulfilled.
- New progress in building a modern people-centered city: The connotative development of the city will be promoted, the results of green and low-carbon transformation will be more remarkable, the level of legalization, scientificity and refinement of social governance will be greatly improved, and important progress will be made in building an innovative, livable, beautiful, resilient, civilized and intelligent modern people-centered city.
- New level in security guarantee: The national security system and capacity will be further enhanced, risks in key areas will be effectively prevented and resolved, the level of social governance and public security governance will be significantly improved, the intrinsic safety level will be continuously enhanced, and the construction of a safe Shenzhen will reach a higher level.
On this basis, with another five years of hard work, by 2035, Shenzhen will become a national model of high-quality development, with world-leading comprehensive economic competitiveness, stronger driving forces for reform, opening-up and innovation, a happier and better life for the people, and new progress in building a more globally influential economic center city and a modern international metropolis, making it a city example for China to build a great modern socialist country.
III. Accelerate the Construction of a Modern Industrial System with Shenzhen’s Characteristics and Advantages and Stronger International Competitiveness, and Foster Stronger New Drivers and Advantages for Development
A modern industrial system is the material and technological foundation of Chinese-style modernization. We will continue to focus on developing the real economy, and in accordance with the requirements of actively promoting intelligence, greening and integration, accelerating the improvement of integrity, advancement and security, and forging stronger international competitiveness, build a modern industrial system with advanced manufacturing as the backbone.
(7) Accelerate the Development and Expansion of Emerging Industries, Foster the Formation of Future Industries, and Optimize and Upgrade Traditional Industries; Continue to Build a World-Leading Important Advanced Manufacturing Center
Seize the major trends of intelligence, green development and health, actively promote new-type industrialization, build strong manufacturing capacity, innovation capacity, resource integration capacity, factor guarantee capacity and a sound ecosystem, consolidate the leading position of industry and maintain a good development momentum, and continuously enhance the competitiveness, appeal and influence of Shenzhen’s manufacturing industry. Accelerate the development and expansion of emerging industries, implement industrial innovation projects, promote the construction of innovation facilities, technological R&D and product iteration and upgrading in an integrated manner, carry out large-scale application demonstration actions of new technologies, new products and new scenarios, accelerate the development of strategic emerging industry clusters such as next-generation information technology, new energy, high-end equipment manufacturing, new materials, low-altitude economy and aerospace, and expand the industrial advantages in smart terminals, network and communication, intelligent connected vehicles, integrated circuits and whole-house intelligence. Accelerate the formation of future industries, explore diversified technological routes, typical application scenarios, feasible business models and market supervision rules, establish a mechanism for increasing investment in and sharing risks of future industries, and promote sixth-generation mobile communication, bio-manufacturing, embodied intelligence, optical carrier information, cell and gene technology, brain-computer interface, hydrogen energy, nuclear fusion energy and quantum technology to become new economic growth points. Accelerate the optimization and upgrading of traditional industries, and play a greater role in the national unified deployment of “consolidating and enhancing the status and competitiveness of industries such as mining, metallurgy, chemical industry, light industry, textile, machinery, shipbuilding and construction in the global industrial division of labor”. Vigorously promote the upgrading of advantageous traditional industries in the city, such as clothing, glasses, furniture, leather, watches and clocks, gold and jewelry, printing, cultural, educational and entertainment manufacturing, electrical machinery and equipment manufacturing, towards high-end, intelligent and green development, and transform to new models and formats, creating a strong “ever-lasting” industry. Promote technological transformation and upgrading, accelerate the digital and intelligent transformation of manufacturing, carry out comprehensive and advanced empowerment, and accelerate the transformation of industrial models and enterprise organizational forms. Enhance the capacity of quality and technical infrastructure, and accelerate the application of new concepts, technologies and models. Make greater efforts in the consumer and brand sectors, strengthen standard leadership, improve internationalization level, enhance brand building, strive to build a more effective brand promotion mechanism and support system, increase product added value, innovate marketing models, and improve the concentration, visibility and reputation of Shenzhen brands.
(8) Promote the High-Quality and Efficient Development of the Service Industry, and Accelerate the Construction of an Industrial Financial Center, a Consumption Center and a Logistics Center with Global Influence
Implement the action plan for expanding capacity and improving quality of the service industry, expand the opening-up of the service industry, deepen regulatory reform, improve the supporting policy system, expand high-quality market entities, and accelerate the construction of a new high-quality and efficient service industry system. Promote the transformation of producer services towards specialization and the high end of the value chain, stabilize and expand the advantages of profitable services, and vigorously develop R&D and design, industrial design, information data, inspection, testing and certification, human resources, operation management, e-commerce, intellectual property, accounting, legal services, exhibitions and advertising. Accelerate the development of software and information technology services, consolidate the strength of basic software in the upper reaches of the industrial chain such as development environments and tools, improve the level of industrial software, application software, platform software and embedded software in the middle reaches of the industrial chain, and increase the supply of information technology service products in the lower reaches of the industrial chain. Promote the development of consumer services towards high quality, diversification and convenience, introduce and cultivate globally influential consumer service brands, and promote the upgrading of cultural tourism, accommodation and catering, elderly care and childcare, property management and housekeeping services to fill the gaps and improve the quality. Improve the level of integrated development of modern service industry with advanced manufacturing and modern agriculture, vigorously develop service-oriented manufacturing, create a large number of integrated solution providers based on manufacturing, and promote the digital and intelligent transformation of the service industry. Strengthen the construction of service standards, quality and brands. Improve the statistical monitoring system for the service industry.
Accelerate the construction of an industrial financial center with global influence, improve and perfect the institutional mechanism and policy system for the stable development of the financial industry that better serves the construction of a modern industrial system, better serves comprehensive innovation, better serves the real economy and effectively prevents and controls risks. Strive to build one of the important strategic fulcrums of the national financial industry, one of the important pillars of the city’s high-quality development, an important pole of the global capital market, a global innovation capital center and venture capital center, and one of the important practice carriers of industrial financial innovation. Support and link with Hong Kong’s international financial center to accelerate the high-quality development of the financial industry with Shenzhen’s characteristics.
Accelerate the construction of a consumption center with global influence, and strive to build an international trade center, an international convention and exhibition center, a capital of creative design, a fashion city, and a world-class tourist and leisure resort destination. Enhance the fundamental role of consumption in driving economic growth, achieve the goal of “buying global” by developing first-store economy, first-launch economy and duty-free economy, and achieve the goal of “selling global” by building first-class Shenzhen quality, Shenzhen standards, Shenzhen services, Shenzhen brands and Shenzhen design. Enhance consumption capacity, improve consumption conditions, innovate consumption scenarios, build an international consumption environment, and promote Shenzhen to become an important platform for the accurate matching of global supply systems and effective market demand.
Accelerate the construction of a logistics center with global influence, improve the collaborative linkage mechanism of cities in the Guangdong-Hong Kong-Macao Greater Bay Area, promote market integration cooperation oriented towards win-win results, focus on building an international aviation hub, a low-altitude economy center and a supply chain organization center, enhance the comprehensive international shipping service functions, and build a strategic hub system, channel radiation pattern and factor circulation network with multi-modal transportation including sea, land, air and rail, serving the whole country, radiating the Asia-Pacific region and connecting the world.
(9) Promote the Accelerated Development of Key Industries, Key Products, Key Clusters and Key Enterprises
Highlight key industries, focus on the long-term, sustained and stable growth of the city’s economy, and build industries that can maintain long-term development, especially those with orderly connection from one generation to the next, and occupy an advantageous and pillar position in the country and the world. Highlight key products, focus on building strong manufacturing capacity, and further consolidate and increase the number of key products with a relatively high share in the country and the world. Highlight key clusters, strengthen the reconstruction of industrial foundations and the tackling of key technological equipment, implement the high-quality development action of key manufacturing industrial chains in a rolling manner, promote the integration of the front and back ends, upstream and downstream, and left and right banks of the industrial chain and supply chain, form a safe, efficient, convenient and cost-effective extremely sound industrial ecosystem, and develop advanced manufacturing and modern service industry clusters. Highlight key enterprises, establish and improve a gradient cultivation system for high-quality enterprises such as high-tech enterprises, national-level specialized, sophisticated, distinctive and innovative “little giant” enterprises, manufacturing single-item champions, gazelle enterprises, unicorn enterprises and listed companies, cultivate high-quality market entities and world-class enterprises, gather more leading enterprises that play a pivotal role and leading role, as well as industry new forces and rising stars with great development potential, and form new support for medium and long-term sustainable development.
(10) Promote the High-Quality Development and Full-Field, Full-Time High-Level Application of the Artificial Intelligence Industry
Give full play to the advantages of mechatronics and software-hardware coordination, accelerate the strengthening of the entire industrial chain, develop and expand the ecosystem of domestic operating systems, and promote the independent and controllable development of artificial intelligence computing chips and software ecosystems. Carry out in-depth actions to strengthen the foundation of computing power, and build a world-leading infrastructure system integrating general computing power, intelligent computing power and supercomputing power. Support enterprises to independently develop new artificial intelligence algorithms, and accelerate the R&D and application of general-purpose and vertical large models of artificial intelligence. Strengthen the opening of public data and the use of industry data, and build a comprehensive, rich and standardized data corpus. Strengthen the coordination of resources such as data, computing power, electricity, networks and applications, accelerate the integrated development of super-intelligence, and coordinate the cross-platform, cross-level and cross-regional use of computing power resources. Fully implement the “AI +” action, expand the application and industrial space with greater efforts, fully explore all possible application scenarios in the field of public services, increase coordination and support in the field of commercial applications, strengthen the integration of artificial intelligence with industrial development, cultural construction, people’s livelihood security and social governance, seize the commanding heights of artificial intelligence industry application, support artificial intelligence to enter thousands of households and deeply empower thousands of industries. Promote the large-scale application of embodied intelligence, support the development of humanoid robots, brain-computer interface and other industries, and accelerate the cultivation of new intelligent terminal clusters. Promote artificial intelligence to lead the transformation of scientific research paradigms and accelerate technological innovation breakthroughs in various fields. Make the greatest determination to accelerate the formation of strong enterprise and talent support, build a first-class artificial intelligence institute and an outstanding engineers institute, and promote the whole-school education of artificial intelligence and general education for the whole society. Deepen the construction of the overall social security prevention and control system and capacity, implement the responsibility for maintaining social stability, develop and expand the mass prevention and mass governance forces, improve the regular mechanism for combating organized crime and evil forces, and increase efforts to prevent and crack down on telecom and internet fraud, drug-related crimes, etc. Promote the standardized construction of comprehensive governance centers. Deepen the comprehensive governance of cyberspace security and strengthen the protection of personal information. Strengthen the prevention and control of juvenile delinquency. Fully and accurately implement the criminal policy of combining leniency with severity, punish crimes in accordance with the law, and improve the quality and efficiency of penalty execution.
(72) Improve the Social Governance System
Adhere to systematic governance, law-based governance, comprehensive governance, and source governance, improve the social governance system featuring joint construction, joint governance, and shared benefits, and promote the modernization of social governance. Improve the social work system and mechanism, and improve the social governance policy and legal system. Strengthen the Party building of new economic organizations, new social organizations, and new employment groups. Strengthen the cultivation and management of social organizations, and promote the reform and development of industry associations and chambers of commerce. Improve the working mechanism for uniting and serving the people, and consolidate the mass foundation for social governance. Improve the social psychological service system and crisis intervention mechanism. Strengthen the functions of public service platforms such as the “Express Handling of Public Opinions”, and comprehensively, timely, and wholeheartedly accept and handle the opinions, suggestions, and demands of individuals, enterprises, and tourists across the city at all times. Strengthen the construction of the social work team and improve the level of professional services.
XV. Strengthen the Party’s Overall Leadership and Party Building, and Unite Forces from All Sectors of Society to Strive for the Achievement of the 15th Five-Year Plan
Upholding and strengthening the Party’s overall leadership is the fundamental guarantee for advancing Chinese-style modernization. We must adhere to guiding social revolution through the Party’s self-reform, further promote comprehensive and strict governance over the Party, enhance the Party’s political leadership, ideological guidance, mass organization capacity, and social appeal, improve the Party’s capacity and level in leading economic and social development, and pool powerful forces for Shenzhen to take the lead in realizing socialist modernization.
(73) Uphold and Strengthen the Party’s Overall Leadership
Improve the mechanism for implementing the major decisions and arrangements of the Party Central Committee to ensure that orders are smoothly transmitted from top to bottom and effectively enforced. Continuously use the Party’s innovative theories to unify thinking, will, and actions. Develop intra-Party democracy, improve and implement democratic centralism, and adhere to scientific, democratic, and law-based decision-making. Adhere to the correct orientation in selecting and appointing officials, prioritize political standards, establish and practice a sound view of performance, and refine the mechanism for evaluating and assessing officials. Focus on officials as the decisive factor, select and strengthen leading bodies with high-caliber personnel, and build a contingent of officials with strong Party spirit, broad vision, innovative capabilities, and a down-to-earth work style. Adhere to the principle that “success depends on people, and people are shaped by their work”, further promote the practice of “understanding tasks to know people, and arranging affairs to identify talents”, and select and appoint officials, optimize leading bodies through performance assessments at the frontlines. Strengthen education, training, and practical experience to enhance officials’ capabilities in promoting modernization. Combine strict management with sincere care, and balance incentives with constraints to stimulate the internal motivation and overall vitality of the official contingent. Coordinate the development of primary-level Party organizations in all fields, strengthen their political and organizational functions, and give play to the vanguard and exemplary role of Party members. Persistently implement the spirit of the Central Eight-Point Regulation, firmly curb unhealthy tendencies of all kinds, and promote the regularization and long-term effectiveness of work style improvement. Further carry out initiatives to rectify formalism and reduce the burden on primary-level authorities. Improve the supervision system, and strengthen the regulation and oversight of the allocation and operation of power. Promote the integrated advancement of “daring not to corrupt, being unable to corrupt, and not wanting to corrupt”, resolutely fight tough, protracted, and comprehensive battles against corruption, and foster a sound development environment guided by a clean and upright political ecosystem.
(74) Strengthen National Defense Awareness and Intensify Military-Civilian Cooperation
Uphold the Party’s absolute leadership over the military and firmly maintain the correct orientation of the people’s armed forces. Take a more proactive approach to aligning military and local needs, promote the efficient integration and two-way promotion of new productive forces and new combat capabilities. Strengthen national defense mobilization and reserve forces, continuously deepen cross-military-local reforms, and comprehensively enhance nationwide national defense education. Promote high-quality development of the work supporting the military and giving preferential treatment to military families and martyrs’ families, take the initiative to serve the modernization of national defense and the military, actively address the difficulties of military personnel and their families, create a sound social atmosphere of caring for national defense, loving the military, respecting military personnel, and supporting the military and giving preferential treatment to military families, and continuously consolidate and develop the rock-solid unity between the military and the government, and between the military and the people.
(75) Actively Practice the Concept of Building a Community with a Shared Future for Mankind

Continuously strengthen pragmatic cooperation with developed economies, vigorously explore emerging markets, foster an interdependent division of labor pattern, and help maintain a diversified and stable international economic structure and economic and trade relations. Serve the overall national diplomatic layout, successfully host foreign affairs events such as the 33rd APEC Economic Leaders’ Meeting, actively engage with foreign delegations to deepen exchanges and cooperation, strive to host major international political, economic, trade, and commercial events, large-scale international sports competitions, and cultural exchange activities, and attract more international conferences, forums, organizations, and institutions to settle in Shenzhen.
(76) Fully Mobilize the Enthusiasm, Initiative, and Creativity of the Whole Society to Participate in Shenzhen’s Practice of Advancing Chinese-Style Modernization
Guide officials and the general public to truly align their thinking and actions with the major decisions and arrangements of the Party Central Committee, further build consensus, strengthen confidence, and boost morale. Formulate the outline and special plans for Shenzhen’s 15th Five-Year Plan in a scientific manner, establishing a planning system with clear positioning, distinct boundaries, complementary functions, and integrated connection. Strengthen the monitoring, evaluation, and supervision of plan implementation, improve the mechanisms for policy coordination and work collaboration, and ensure the effective fulfillment of all development goals and tasks of the 15th Five-Year Plan. Implement the policy of respecting labor, knowledge, talent, and innovation, stimulate the vitality of entrepreneurship, innovation, and creation across society, and create a vibrant landscape where people can fully utilize their talents, everyone works together with one heart and makes concerted efforts to forge ahead.
