“Small Points” Drive “Great Governance”: Jinwan District Explores a New Path for Grassroots Governance with the “Points System”

Jinwan District has rolled out a points-based grassroots governance model across 42 villages/communities, linking points to rewards like dividends and digital redemptions. It boosted public participation in public health and environmental tasks, with plans to refine the dynamic evaluation mechanism.

To further boost the “Hundred-Thousand-Million Project”, strengthen the leading and regulating role of village regulations and conventions in rural governance, and continuously improve the efficiency of grassroots governance, Jinwan District has actively promoted the “points system” rural governance model since this year, effectively stimulating villagers’ internal motivation to participate in self-governance.

In the specific promotion process, the Social Work Department of the Jinwan District Party Committee selected Yuyue Village in Sanzao Town, Sanban Village in Hongqi Town, Hebao Village in Nanshui Town and Lianwan Community in Pingsha Town as the first batch of “points system” pilot sites, and guided each village (community) to formulate detailed rules for points management in light of actual conditions. The detailed rules cover various aspects such as collective economic development, village public affairs, social civilization and morality, environmental hygiene maintenance, and law-abiding behavior, clarifying the standards for adding and deducting points as well as the assessment and evaluation rules. Based on the pilot experience, all 42 villages (communities) in Jinwan District have issued implementation rules, achieving full coverage of the “points system”.

To further mobilize the enthusiasm of the masses, Jinwan has also encouraged each village (community) to establish a dual incentive mechanism of “material + spiritual rewards” based on the collective economic situation and social resources. Hebao Village in Nanshui Town links the points results with share dividends, focusing on rectifying problems such as corridor occupation and sundry stacking; Yuyue Village in Sanzao Town combines the “points store” with information technology, relying on the “Yuezhimei” digital platform to realize points reporting and item redemption, which has effectively improved the convenience and effectiveness of points management.

The innovative integration of the “points system” with various key tasks has transformed mass participation into governance effectiveness. For example, during the prevention and control of chikungunya, each village (community) used points evaluation methods such as the “red and black list” to guide residents to consciously implement the “front-door three responsibilities”, take the initiative to participate in mosquito prevention and eradication, water accumulation cleaning and other work, and become “mosquito prevention guardians”, further cultivating a new civilized atmosphere. Next, Jinwan District will continue to improve the dynamic evaluation mechanism, guide more social resources to support and serve the “points system” work, and continuously promote the in-depth development of the grassroots governance pattern of co-construction, co-governance and shared benefits.
