On December 7, Zhang Aijun, Secretary of Zhaoqing Municipal Party Committee and Director of the Standing Committee of Zhaoqing Municipal People’s Congress, went to Duanzhou District and conducted inspections on the regular civilized city creation work at places including the traffic command center, farmers’ markets, and back streets and alleys. He emphasized the need to thoroughly study and implement Xi Jinping Thought on Culture, fully practice the people-centered city concept, mobilize forces from all walks of life to carry out regular civilized city creation, further deepen the improvement of urban appearance and environment, optimize the governance of public order, improve basic hardware facilities, and enhance citizens’ civilized literacy, so as to continuously meet the people’s yearning for a better life.

First, Zhang Aijun came to the Command Center of the Traffic Police Detachment of Zhaoqing Public Security Bureau. He dispatched the traffic conditions of the main and secondary roads and traffic intersections in the urban area through the video system, listened to the report on urban road traffic work, and conducted research on solving the difficult and congested problems at some traffic points. Zhang Aijun pointed out that it is necessary to fully utilize technical means such as video surveillance, big data, and artificial intelligence, continuously improve the level of visualization, refinement, and intellectualization of urban traffic, and effectively provide citizens with a safer and smoother travel experience. It is necessary to strengthen traffic supervision and law enforcement, focus on various traffic violations and key road sections, carry out special rectification actions, increase the intensity of legal popularization, education and persuasion, guide the masses to consciously abide by traffic rules, and jointly create a safe, civilized, harmonious and orderly road traffic environment. We must adhere to planning first, highlight the demand orientation of the masses, scientifically carry out road planning, construction and reconstruction, further improve road traffic efficiency and safety level, and at the same time coordinate the improvement of the style and features along the roads, and integrally do a good job in beautification, greening and lighting, so that the city has texture, vitality and warmth.
Zhang Aijun also conducted on-site inspections on the environmental sanitation, fire safety, and order management of Kangle Market, Renmin Middle Market and their surrounding areas, as well as back streets and alleys. He emphasized that the concept of serving and benefiting the people should be implemented throughout the whole process of civilized city creation, the project-based work method should be well implemented, the people’s livelihood projects of “small entry points bringing great changes” should be handled with care and dedication, and a sound regular and long-term management mechanism should be established and improved. We should continue to promote the upgrading, transformation and standardized management of old residential areas, back streets and alleys, public toilets, farmers’ markets, etc., and continuously improve the urban appearance and functional quality. We must adhere to the problem-oriented approach, keep a close eye on key areas such as environmental sanitation and fire safety, continuously identify loopholes, make up for shortcomings, strengthen weak links, and increase the rectification of uncivilized behaviors, so that the people’s sense of gain is more substantial, the sense of happiness is more sustainable, and the sense of security is more guaranteed. It is necessary to promote the integration of spiritual civilization construction into daily life and daily work, carry forward the core socialist values, extensively mobilize the masses to actively participate, let the broad masses play the leading role and benefit from the regular civilized city creation, and create a strong atmosphere where everyone cares, supports and participates.
