Guo Wenhai pointed out that the Fourth Plenary Session of the 20th CPC Central Committee is an extremely important meeting held on the new journey towards the second centenary goal. The whole city must thoroughly study and implement General Secretary Xi Jinping’s important speech and the spirit of the plenary session, consciously unify their thinking and actions with the decisions and arrangements of the Party Central Committee with Comrade Xi Jinping at its core, further deeply understand the decisive significance of the Two Affirmations, and resolutely achieve the Two Upholds. It is necessary to deeply understand and accurately grasp the great significance of the plenary session, the major achievements made in various undertakings of the Party and the country, the Party Central Committee’s basic judgment on the domestic and international situation, as well as the important connecting role of the “15th Five-Year Plan” period, the guiding ideology and important principles, and the main goals and major strategic tasks of economic and social development. Combined with the work arrangements of the Provincial Party Committee and the Provincial Government and the actual situation of Zhongshan, we should creatively implement them and strive to write a new chapter in Zhongshan’s modernization drive.
Guo Wenhai emphasized that we should fully implement the spirit of the Fourth Plenary Session of the 20th CPC Central Committee, unswervingly plan and promote Zhongshan’s development during the “15th Five-Year Plan” period with the goal and mental state of “taking the lead”, strive to create a new situation for high-quality development, and make more positive contributions to the overall development of the province.
We should closely focus on the new positioning of the Guangdong-Hong Kong-Macao Greater Bay Area (GBA) as “a key node and two important bases”, and lead new breakthroughs in comprehensively deepening reform and opening up. We should more actively promote the Shenzhen-Zhongshan “Six Integrations” (integration of business environment, industry, transportation, innovation, public services and social governance, and planning), comprehensively deepen cooperation with Hong Kong and Macao, further strengthen coordination and linkage with surrounding cities, and accelerate the construction of a strategic fulcrum for the integrated development of the east and west banks of the Pearl River Estuary; we should take the combined measures of “Five External Links” (linking foreign trade, foreign investment, foreign economic cooperation, outbound investment and foreign talent), build a higher-level foreign trade platform, steadily expand institutional opening-up, fully create a world-class market-oriented, law-based and internationalized business environment, and accelerate the construction of a high-level opening-up highland on the west bank of the Pearl River; we should deeply tap Zhongshan’s characteristic cultural resources, continuously expand the protection, activation and utilization of the ancient Xiangshan city, and on the basis of building a city through culture, accelerate the construction of a modern humanistic high-quality city; we should further strengthen the systematic integration of reforms, take the eight integrated reforms including industrial park renovation, water conservancy reform, farmland reform, technological transformation, education reform, medical reform, urban renewal and media reform as the guide, and continuously stimulate the endogenous motivation and innovation vitality of the whole society.
We should promote the mutual reinforcement and double strengthening of industry and science and technology, accelerate the construction of cross-township contiguous 10,000-mu-level industrial parks through the renovation of inefficient industrial parks, strengthen the empowerment of artificial intelligence, continuously promote the optimization and upgrading of traditional industries, make forward-looking layout, cultivate and expand strategic emerging industries and future industries, lead the development of new productive forces with scientific and technological innovation, and accelerate the construction of a modern industrial system with greater international influence.
We should focus on achieving “remarkable changes in five years”, promote the “Project of Promoting High-Quality Development in 100 Counties, 1,000 Towns and 10,000 Villages” with higher quality, increase efforts to promote the improvement of human settlement environment and rural housing style management and control, accelerate the protection and construction of beautiful rivers and lakes, continuously optimize the spatial pattern of industry-city integration, develop industries that strengthen towns, enrich people and revitalize villages according to local conditions, and accelerate the realization of coordinated urban-rural common prosperity.
We should increase efforts to ensure and improve people’s livelihood, make great efforts to solve the urgent, difficult, and anxious problems of the masses, run education that satisfies the people, improve a multi-level and full-coverage social security system, promote the expansion, sinking and regional balanced layout of high-quality medical resources, comprehensively improve the efficiency of social governance, and continuously enhance the people’s sense of gain, happiness and security.
