To build a modern governance system aligned with the development of new-quality productive forces, the CPC Zhuhai Municipal Committee and Zhuhai Municipal People’s Government have issued and implemented the Implementation Opinions of Zhuhai Municipality on Creating a High-standard Business Environment Adapted to the Development of New-quality Productive Forces, putting forward 28 policy measures covering five dimensions: innovation environment, investment environment, industrial environment, government services environment and urban environment.
A press conference on the above-mentioned Implementation Opinions was held on December 23. “The Implementation Opinions aim to improve the institutional mechanisms for gathering various advanced production factors such as labor, capital, land, knowledge, technology and data for the development of new-quality productive forces, and continuously boost the momentum of Zhuhai’s economic development and social vitality,” said Su Yabing, full-time Deputy Director of the Guangdong-Hong Kong-Macao Greater Bay Area Office of Zhuhai Municipality.
Establishing a Systematic Support System through Five Core Dimensions
At present, Zhuhai is leveraging a policy “combination package” to build a modern governance system matching the development of new-quality productive forces, and continuously forge a first-class market-oriented, law-based and internationalized business environment. At the press conference, Su Yabing interpreted the specific contents of the Implementation Opinions from five dimensions.
First, create a dynamic innovation environment with vibrant vitality. Zhuhai will advance the integrated development of education, science & technology and talents, strengthen research on core technologies critical to industries, facilitate the transfer and transformation of scientific and technological achievements, drive the tiered cultivation of sci-tech enterprises, enhance the whole-chain sci-tech service capacity, and deepen cross-border and inter-regional sci-tech innovation cooperation.
Second, create an attractive investment environment that appeals to both local and foreign investors. Zhuhai will further safeguard a market order of fair competition, promote the development and opening-up of city-level application scenarios, build a city-wide digital ecosystem, improve the multi-tiered financial service system, strengthen the development of enterprise-related legal and regulatory systems, and explore new approaches to investment promotion.
Third, create a robust industrial environment with solid soft and hard infrastructure. Zhuhai will actively build a service system compatible with its pillar industries, continuously optimize the industrial innovation ecosystem, advance pilot programs for the industrial business environment, innovate the land and spatial allocation model, shape a new system for talent value realization, improve the mechanism for intellectual property protection and application, and establish a sound regulatory mechanism that encourages innovation with flexibility and tolerance.
Fourth, create an intelligent and efficient government services environment. Zhuhai will accelerate the integrated online-offline development of government services, empower smart government services with artificial intelligence, drive the continuous upgrading of government service models, promote the interoperability of government services among Zhuhai, Hong Kong and Macao, and improve the service system for enterprises going global.
Fifth, create a livable and business-friendly urban environment. Zhuhai will enhance the urban carrying capacity, raise the level of open development, advance the construction of a smart city, polish its reputation as an eco-friendly livable city, and cultivate the humanistic spirit of the city.
Building a “Gravity Field” for Gathering High-quality Production Factors
Guiding resource aggregation to high-quality enterprises through the “innovation scoring system”, constructing a batch of city-level super application scenarios, implementing talent employment models such as “Chief Technology Officers (Part-time)” and “Industrial Professors”, and enabling the “one-stop processing” of government service matters involving Hong Kong and Macao… The Implementation Opinions accurately focus on the inherent demands of developing new-quality productive forces, and build a “gravity field” for gathering high-quality production factors through institutional innovation.
Enterprises are the core carriers of scientific and technological innovation, and the pivotal force in developing new-quality productive forces. Focusing on the incubation and cultivation of sci-tech enterprises, Dai Ge, Deputy Director of Zhuhai Municipal Bureau of Science, Technology and Innovation, stated that Zhuhai will further improve the whole-chain incubation carrier system of “maker spaces – incubators – accelerators – sci-tech parks”, and drive the upgrading of incubators towards specialization and ecologicalization. Meanwhile, Zhuhai will build a cultivation echelon of “tech-based SMEs – high-tech enterprises – gazelle enterprises – leading enterprises”, and provide targeted support for high-growth enterprises through the implementation of the “innovation scoring system”. Relying on platforms such as the Sci-tech Innovation Cup Competition and scenario-based investment promotion, Zhuhai will promote the formation of a multi-tiered integrated development pattern where large, medium and small enterprises achieve synergistic growth with the “big enterprises empowering small ones”.
In terms of the cultivation and opening-up of application scenarios, Zhuhai has established a dual-list mechanism consisting of a list of application scenario opportunities and a list of innovation capabilities. Up to now, Zhuhai has publicly released 236 application scenario opportunities, 120 innovation capabilities and 218 innovative products, with a number of exemplary scenarios emerging including the Kingsoft Government Office Large Model and the Smart Public Resource Trading System.
In advancing the pilot programs for the industrial business environment, under the guidance of the Guangdong Provincial Development and Reform Commission, the Zhuhai Municipal Development and Reform Bureau, in conjunction with the Jinwan District, is accelerating the pilot work on the business environment for the biopharmaceutical industry. Focusing on market access and operation services, investment and construction services, and financial services, a service guideline covering the entire life cycle of biopharmaceutical enterprises has been formulated.
In improving the efficiency of government services, Zhuhai has launched a total of 46 “One-stop Service” scenarios in the “Zhushitong” special zone on the Guangdong Government Services Network; built a “facilitation agency service” for engineering construction projects, enabling the “video-based processing” of 727 high-frequency service items and the “mobile-based processing” of more than 1,000 services; compiled and accurately pushed over 1,000 policies and subsidy lists to enterprises. Since 2020, Zhuhai has received more than 550,000 enterprise demands in total, with a satisfaction rate of 99.66% for the settled cases.
