On the morning of December 11, at the centralized certificate-awarding ceremony held at Sun Yat-sen University Zhuhai Campus, the first batch of owners of Boya Garden Phase I Community received their real estate right certificates. This moment, which the owners had been looking forward to for 20 years, is of milestone significance. “The stone in my heart has finally been lifted; I’m so happy at this moment!” The owners were all smiles, and words of excitement and gratitude echoed at the scene. It is understood that this is a vivid epitome and important breakthrough for Zhuhai to implement the deployment requirements of the Central Commission for Discipline Inspection and State Supervision Commission, as well as the Provincial Commission for Discipline Inspection and Supervision Commission on the centralized rectification of the “difficulty in real estate registration” issue, deepen the reform in the field of real estate registration, optimize the business environment, and effectively safeguard and improve people’s livelihood. Hong Weidong, Deputy Director of the Provincial Department of Natural Resources, Xie Shaoju, Leader of the Discipline Inspection and Supervision Group of the Provincial Commission for Discipline Inspection and Supervision stationed in the Provincial Department of Natural Resources, and Su Hu, Vice Mayor of Zhuhai, presented the real estate right certificates to the first batch of owners on site.
Due to complex historical reasons, Boya Garden Phase I Community has long been unable to handle real estate right certificates, which has become a long-standing problem plaguing the owners. Ms. Li, an owner, is one of the earliest faculty members of Sun Yat-sen University to teach in Zhuhai. Even after retirement, she has been worrying about the certification and confirmation of this property. Reporters learned that the Zhuhai Municipal Party Committee and Municipal Government attach great importance to this issue, adhering to the principle of “breaking conventions without violating laws and regulations”. Faced with various difficulties such as missing archives, the natural resources department, in collaboration with finance, taxation and other departments, conducted in-depth research on policies, innovated working methods, successfully opened up a certification channel for the owners, turned “difficult certification” into “successful processing”, and ultimately transformed it into the people’s sense of happiness. “We know that this moment was hard-won and required the concerted efforts and responsibility of many departments. Working and living here, we feel very happy and satisfied.” The word Ms. Li repeated most on site was “thanks”.
Since the beginning of this year, the Municipal Real Estate Registration Center has resolved a total of 1,344 historical legacy projects, including 20 “difficult registration” projects, 56 “ensuring the delivery of completed buildings” projects, 1,268 “four types of land use” and other projects, issued 20,900 real estate right certificates, benefiting 22,200 households and 72 enterprises. In the future, the Zhuhai Municipal Bureau of Natural Resources will consolidate the experience of tackling difficulties into a long-term mechanism, further advance the reform of “streamlining administration, delegating power, improving regulation, and optimizing services”, focus on process reengineering, time limit reduction and efficiency improvement, and fully safeguard the people’s “dream of a comfortable home”.
