CNOOC Guangdong Natural Gas Co., Ltd. Presents a Silk Banner to Zhuhai Municipal Development and Reform Bureau to Express Thanks

At the forum, Wu Zhuowen, Director of the Municipal Development and Reform Bureau and Director of the Municipal Development and Reform Commission, and Huang Biqing, Deputy Director, attended the forum, extended a warm welcome to the enterprise delegation, and the two sides conducted in-depth exchanges on deepening government-enterprise coordination and ensuring energy security.

At the forum, General Manager Meng Xiankuan expressed special thanks to the Municipal Development and Reform Bureau for taking the lead in resolving the more-than-7-year waterlogging problem around Guangchang Community in Nanping Town. This problem had previously affected the operation of the enterprise’s Nanping Substation and the daily lives of surrounding residents. The Municipal Development and Reform Bureau listed it as a key task for energy security tackling. Through multi-party coordination, the municipal, district and town governments actively promoted the construction of a temporary road, which was officially opened to traffic on December 10, effectively resolving the waterlogging issue.

General Manager Meng Xiankuan stated that the Municipal Development and Reform Bureau has issued policies that may affect the construction permits for long-distance oil and gas pipelines, and has proactively addressed such problems as pipeline encroachment through the regular implementation of the “Pipeline Protection Campaign”. A series of measures have made the enterprise deeply feel the warmth and efficiency of the government’s services to enterprises. Since the beginning of this year, adhering to the philosophy of “responding promptly to enterprises’ needs”, the Municipal Development and Reform Bureau has joined hands with CNOOC Guangdong Natural Gas Co., Ltd. to solve a number of long-standing stubborn problems related to energy security:

  1. It only took 49 days to complete the rectification and commissioning of major risks of the Hongwan Branch Line, building a double line of defense for pipeline safety and energy supply.
  2. During the impact of the super typhoon “Gaemi” on Zhuhai in September, the government and enterprises quickly responded with joint efforts. By coordinating reverse gas supply, switching station processes and other measures, they ensured the stable supply of over 56 million standard cubic meters of natural gas, achieving “dual stability” in typhoon prevention, disaster resistance and energy supply guarantee.
  3. Regarding the potential safety hazard of the high-pressure pipeline 3 meters underground in the Phase III Project of Zhuhai Avenue, the Municipal Development and Reform Bureau listed it as a key supervision item, organized expert inspections, established an inter-departmental coordination platform to address bottlenecks, promoted the implementation of the ultrasonic guided wave ring installation project, and supervised the whole process to ensure the completion of two installations by the end of October, successfully eliminating a major safety risk.

Director Wu Zhuowen stated that the Municipal Development and Reform Bureau will continue to deepen government-enterprise collaboration, provide proactive services to enterprises, and work together to safeguard energy security, so as to provide strong support for Zhuhai’s high-quality development. He also put forward requirements for pipeline safety and natural gas supply guarantee:

  1. Consolidate the bottom line of safety, deepen hidden danger investigation and management, and improve the inspection mechanism.
  2. Deepen government-enterprise coordination, improve the linkage mechanism, and jointly solve problems.
  3. Strengthen emergency guarantee capabilities, improve contingency plans, enhance drills, and raise the ability to handle extreme situations.
