Zhuhai Launches Training for 1,000 New People’s Mediators to Build a High-Quality Mediation Team

Zhuhai held a two-day training for 1,000 new people’s mediators on Dec 9-10, adopting an online-offline model. The program included lectures, experience sharing and skills competitions, aiming to build a high-quality grassroots dispute mediation team for 2025 livelihood goals.

To actively advance the municipal government’s 2025 top 10 livelihood projects, namely “strengthening the grassroots dispute mediation team”, the training took place from December 9 to 10 at the Party School of the Zhuhai Municipal Party Committee.

Since the start of this year, Zhuhai has launched an intensive training campaign for 1,000 new people’s mediators across the city. Centered on three key modules—systematic training, practical drills and standardized assessment—the campaign comprehensively enhances mediators’ capabilities in legal application, risk prevention and control, mass work, and emergency response, aiming to build a high-quality team of people’s mediators who are “politically reliable, professionally proficient, public-spirited, and impartial in handling affairs”.

The training adopted a “1+N” online-offline integrated model, with a main venue at the municipal Party school and sub-venues set up at judicial administrative offices and social governance centers in all districts (functional areas), towns (subdistricts). Full-time and part-time mediators from each district, 1,336 comprehensive grid administrators and 331 village (community)-based mediators across the city attended the training at nearby sub-venues based on local venue conditions and grassroots work requirements.

Lectures on topics such as how psychological counseling helps “resolve emotional knots”, new thinking and concepts of modern mediation, and people’s mediation work in the new era were delivered by legal experts and senior mediators through special seminars. Meanwhile, Cheng Xiaomei, a national model people’s mediator and full-time mediator at Qianshan Judicial Institute, Wang Xu, a municipal full-time mediator stationed at Gongbei Port Police Station, and Yang Guang, a municipal full-time mediator stationed at Doumen District Social Governance Center, were invited to share their experiences and insights.

During the event, a mediation skills competition was organized, featuring “mandatory questions” and “quick-response questions” to assess participants’ ability to apply legal provisions and analyze cases. One first prize, one second prize, and one third prize were awarded to collective teams. Certificates of “Golden Mediator” were presented to full-time mediators who had won national honors such as “National Model People’s Mediator”, and appointment letters were given to 12 representatives of part-time mediators.

In recent years, the Zhuhai Municipal Bureau of Justice has continuously built up its mediation training brand. The “Law Pioneer” series of training programs has held 26 special sessions, covering over 100,000 person-times, significantly improving mediators’ professional competence and practical skills. Relying on the foreign-related public legal service center, a “one center, two bases” training system has been established, focusing on cultivating foreign-related legal talents. Additionally, through the establishment of the “Coffee + Tea” foreign-related mediation work method Orange Mediation Workstation, theoretical innovation and localized application of characteristic mediation methods have been promoted.
