On the afternoon of December 5, 2025, Xi Enmin, Secretary of the Education Work Committee of the Zhuhai Municipal Party Committee and Director of the Zhuhai Municipal Bureau of Education, presided over a citywide conference on safety and stability in the education system. Principal leading cadres of district-level education administrative departments and directly affiliated schools, as well as responsible comrades of relevant departments of the Municipal Bureau of Education, attended the meeting.
The conference conveyed and studied the spirit of the provincial video conference on safety and stability in the education system, analyzed the current situation and challenges faced by campus safety work in Zhuhai’s education system, and made arrangements for strengthening political security, mental health monitoring, fire hazard investigation and rectification, student bullying prevention and control, traffic safety, drowning prevention, forest fire prevention, and various types of safety publicity and education. The meeting required that with a sense of responsibility of “being on high alert at all times”, more powerful and precise measures should be taken to fully build a solid defense line for campus safety.
The conference pointed out that the city’s education system must clearly recognize the arduousness and complexity of current campus safety work, and take safeguarding the safety of teachers and students and campus stability as the primary task and basic work to implement it solidly and meticulously. First, it is necessary to raise political standing and adhere to the safety bottom line. All districts and schools must uphold the principle of putting safety first, deeply understand the extreme importance of safety work, resolutely overcome paralyzing thoughts, always prioritize the safety of teachers and students, ensure that the basic investment in campus security does not decrease and standards do not drop, and maintain the effective operation of minimum emergency units and one-key alarm systems. Second, focus on key areas to prevent and resolve risks. Attach great importance to students’ mental health, implement solid psychological monitoring and early warning, deepen the coordination of family, school and society, and prevent psychological crisis incidents from the source; continue to carry out solid work such as “Xiangshan Night Visits”, timely detect, effectively guide and resolve contradictions and hidden dangers, and create a sunny and healthy education environment. Third, conduct comprehensive investigation and rectification to consolidate daily management. Learn profound lessons from relevant fire accidents, carry out a special investigation and rectification on student dormitories, canteens, fire-fighting facilities and equipment, and under-construction projects; for those involving dilapidated building renovation and reinforcement, safety measures should be implemented simultaneously; strengthen the management of electricity safety, and strictly prohibit private wiring and unauthorized use of high-power electrical appliances; all schools should regularly organize fire emergency evacuation drills, strengthen the publicity and education of fire safety knowledge, and improve the self-rescue and mutual rescue capabilities of teachers and students. Fourth, strengthen traffic management to ensure travel safety. Continue to strengthen the safety supervision of school buses, improve the online inspection and notification system for school buses, promptly notify and jointly deal with violations such as speeding, not wearing seat belts, and making phone calls while driving together with relevant departments; at the same time, continuously strengthen students’ traffic safety education and effectively compact the main responsibility of schools. Fifth, prevent and control campus bullying and strengthen the protection of minors. Attach great importance to the prevention and control of campus bullying, schools must earnestly perform their main management responsibilities, and timely grasp, notify and intervene in inappropriate behaviors and signs of students inside and outside the school; solidly carry out the work of controlling dropout and ensuring school attendance, closely track students’ movements, and strictly prevent loss of management and control. Sixth, safeguard political security and keep the ideological position. Continuously enhance political acumen, effectively strengthen the management of textbooks, classroom teaching, network platforms, etc., and strictly prevent the infiltration of various harmful information into campuses; educate and guide students to consciously abide by network laws and regulations, not to access overseas bad websites by bypassing the firewall, and not to make inappropriate remarks, so as to create a safe, stable and harmonious learning and living environment for teachers and students, and ensure the overall peace and stability of the education system.
