On December 23, it was learned from a press conference held by the Zhuhai Municipal Ecology and Environment Bureau that in 2025, Zhuhai has taken innovative supervision methods as the starting point to carry out systematic governance in the field of motor vehicle emission management. Through multi-dimensional measures including policy guidance, technological empowerment and source control, Zhuhai has built a comprehensive and three-dimensional pollution prevention and control system for mobile sources.
First, since the start of this year, the Announcement of the Zhuhai Municipal People’s Government on Prohibiting the Operation of Excessively Emitting Diesel Vehicles (Black-smoke Vehicles) and the Announcement of the Zhuhai Municipal People’s Government on Implementing Traffic Control Measures for Restricting the Passage of Diesel Trucks Complying with the National III Emission Standard have been successively implemented. The operation of black-smoke vehicles on roads within the administrative region of Zhuhai is prohibited around the clock, and the phase-out of diesel trucks complying with the National III emission standard has been further promoted.
Second, a total of 9 sets of motor vehicle remote sensing monitoring systems and 13 sets of electronic capture systems for black-smoke vehicles have been built across the city, forming a monitoring network covering major roads. The remote sensing systems conduct continuous tracking and monitoring of vehicles with excessive emissions, and the black-smoke capture systems realize automatic identification and evidence collection of illegal acts. Monitoring data is transferred to the public security and traffic control departments for disposal in accordance with the law, forming a complete law enforcement closed loop.
Third, the ecological and environmental departments conduct annual full-coverage inspections on key vehicle-using entities, focusing on checking for such irregularities as excessive exhaust emissions, modification or damage to pollution control devices, improper use of pollution control devices, and tampering with on-board diagnostic (OBD) systems. Meanwhile, the quality of vehicle urea and diesel oil used by the vehicles is tested. Through strict source control, transportation enterprises are urged to fulfill their primary responsibility for environmental protection.
Fourth, the ecological and environmental departments and public security departments have jointly established a long-term mechanism for random road inspections of diesel vehicle exhaust emissions. Joint law enforcement actions for random inspections of exhaust emissions from diesel vehicles in operation are carried out at least once a quarter in Xiangzhou District, Jinwan District, Doumen District and Hi-Tech Zone respectively.
Fifth, black-smoke capture systems have been installed at the diesel vehicle testing lines of all motor vehicle inspection institutions in the city to achieve real-time monitoring of the testing process. In the meantime, the specifications for equipment management of inspection institutions have been improved, with enhanced technical support and quality control to ensure the authenticity and reliability of emission test data.
Sixth, the construction of an integrated “Sky-Earth-Vehicle-Person” monitoring system has been advanced. The system integrates the whole-process data of motor vehicle inspection, operation and maintenance, and improves the precision of supervision through big data analysis, thus achieving the intelligent whole-life-cycle management of motor vehicle emissions.
Through the comprehensive governance integrating policies, technology and supervision, Zhuhai is steadily advancing the work of reducing motor vehicle pollution emissions, which provides strong support for the continuous improvement of air quality and the construction of an eco-civilized city.
