Zhuhai Takes the Lead in Implementing the “Certificate Issued Immediately upon Exam Completion” for Special Operation Qualification Certificates, with the Fastest Collection in 5 Hours

Zhuhai pioneered the instant issuance of special operation qualification certificates in Guangdong, cutting the approval time from 20 days to 1 workday with the fastest collection in 5 hours. The reform launches on Jan 1, 2026, streamlining procedures and enabling zero-trip services.

Zhuhai has launched a new people-friendly initiative, allowing qualified applicants to obtain their special operation qualification certificates in as little as 5 hours after passing the exam. The Zhuhai Municipal Emergency Management Bureau has pioneered and innovated the service mode of “Certificate Issued Immediately upon Exam Completion” for special operation qualification certificates across Guangdong Province. By reconstructing the approval process through the reform of three reductions and three enhancements, the statutory approval time limit of 20 working days has been shortened to just 1 working day. This reform will be officially implemented starting from January 1, 2026.

As learned from the Zhuhai Municipal Emergency Management Bureau by reporters on December 22nd, the reform takes cutting procedures, streamlining application materials and shortening approval time limits as the breakthrough point to precisely address the prominent pain points. In terms of process optimization, the redundant step requiring safety training institutions and examinees to submit repeated applications via the Zhuhai Unified Application and Acceptance Platform has been abolished. Instead, examination institutions are entrusted to conduct unified proxy applications upon the completion of exams, sparing the public from the hassle of navigating multiple platforms, and cutting the approval procedures by more than 60%. For document submission, once examinees pass the exam, the municipal work safety examination institutions automatically retrieve personal information and exam results through the national assessment information system of the Ministry of Emergency Management, eliminating the need for examinees to re-upload relevant materials, which significantly saves consumable, labor and mailing costs. In terms of time compression, the issuance period of electronic certificates has been drastically shortened from the statutory 20 days to 1 working day, enabling applicants to get their certificates in as fast as 5 hours.

In addition, in terms of data interconnection, the data barriers between municipal government service platforms and the ministerial-level assessment system have been eliminated. A shared data list and real-time interface have been established to realize the automatic feedback and reuse of data including examinees’ information, exam results and approval outcomes, fundamentally putting an end to repetitive form-filling. In terms of service optimization, on the basis of streamlined procedures and shortened time limits, online channels such as the official WeChat account of National Work Safety Examinations and the certificate inquiry platform of the Ministry of Emergency Management have been further promoted, providing a zero trip certificate collection service and effectively reducing the burdens on enterprises and individuals. In terms of strengthened supervision, examination institutions are clearly held accountable for the authenticity and completeness of the proxy application materials they submit, with the establishment of internal audit ledgers. A closed-loop management mechanism covering exam – review – certificate issuance has been put in place, which ensures efficiency improvement while firmly upholding the bottom line of safe certificate issuance.
