Zhuhai Takes the Lead in Implementing the “Certificate Issuance Upon Passing the Exam” Model for Special Operation Qualification Certificates

After passing the exam, applicants can obtain their special operation qualification certificates in as little as 5 hours. This is a new people-friendly initiative launched by Zhuhai.

The Zhuhai Municipal Emergency Management Bureau has pioneered and innovated the “Certificate Issuance Upon Passing the Exam” service model for special operation qualification certificates in the province. By restructuring the approval process through the “Three Reductions and Three Increases” reform, it has shortened the statutory 20-day approval time limit to just 1 working day. The reform will be officially implemented starting from January 1, 2026.

This reform takes “reducing procedures, cutting down application materials, and shortening approval time limits” as the breakthrough points to precisely address long-standing pain points.

In terms of process optimization, the redundant step requiring safety training institutions and candidates to submit repeated applications via the “Zhuhai Unified Application and Acceptance Platform” has been abolished. Instead, the examination institutions will handle the unified application on behalf of candidates right after the exam, eliminating the need for people to go through multiple platforms. This measure has reduced approval procedures by over 60%.

In terms of document submission, once candidates pass the exam, the municipal work safety examination institutions will automatically retrieve their personal information and score data through the National Assessment Information System of the Ministry of Emergency Management, sparing candidates from the hassle of re-uploading documents. This has significantly saved material, labor, and mailing costs.

In terms of time limit compression, the time for issuing electronic certificates has been drastically shortened from the statutory 20 days to 1 working day, with the fastest certificate issuance achievable within 5 hours.

In addition, in terms of data interconnection, the data barriers between municipal government service platforms and the ministerial-level assessment system have been broken down. A data sharing list and real-time interface have been established to realize the automatic feedback and reuse of data such as candidates’ information, examination results, and approval outcomes, fundamentally eliminating the need for repeated form-filling.

In terms of service optimization, on the basis of simplifying procedures and shortening time limits, online channels such as the “National Work Safety Examination” WeChat official account and the Certificate Query Platform of the Ministry of Emergency Management have been promoted, providing a “zero on-site visit” certificate collection service and effectively reducing the burden on enterprises and individuals.

In terms of supervision strengthening, examination institutions have been made responsible for the authenticity and completeness of the agent-submitted application materials. An internal review ledger has been established, and a closed-loop management system covering “examination, review, and certificate issuance” has been implemented. This ensures that while improving efficiency, the bottom line of safe certificate issuance is firmly maintained.
