On the morning of December 29, the 7th Zhuhai Congress of the Chinese Young Pioneers was held in Xiangzhou District. It reviewed the achievements made in Zhuhai’s Young Pioneers work over the past five years and formulated a systematic plan for the work in the next five years. In recent years, Zhuhai’s Young Pioneers have firmly focused on the key task of ideological and political guidance, continuously promoted organizational and operational innovation, united, educated and guided young pioneers across the city to unwaveringly listen to the Party and follow the Party, and made every effort to achieve new results in the work of the Young Pioneers in the new era.
Focus on Core Mission to Guide Children to Follow the Party’s Lead
“I am a member of the Young Pioneers of China. I swear under the Pioneer flag…” At the model admission ceremony of Zhuhai’s Young Pioneers, senior members tied red scarves for new members, who took a solemn oath facing the Pioneer flag and proudly joined the Young Pioneers of China.
With the themed practical activity of “Strive to Be Outstanding Young Pioneers of the New Era” as the overall guide, efforts have been made to internalize and externalize the strengthening of political enlightenment and values shaping. Over the past five years, Zhuhai’s Young Pioneers have organized more than 20,000 municipal – level model admission ceremonies, ceremonies for leaving the Young Pioneers and joining the Communist Youth League, as well as activities such as “Keep General Secretary Xi Jinping’s Instructions in Mind” and “Red Scarves Love the Motherland”, covering more than 1.1 million participants.
In building the Season for Promoting Excellent Traditional Chinese Culture, children have been guided to strengthen cultural confidence and carry forward the context of Chinese civilization. Zhuhai’s Young Pioneers have established a project matrix featuring “municipal – level benchmark guidance, district – school characteristic practices, and social collaborative empowerment”, and set up five major competitions including a Poetry Conference, a Flying Flower Order Competition, and a Recitation, Writing and Speech Competition. Meanwhile, relying on university resources, it has carried out the themed practical activity of “Big Hands Holding Small Hands” to promote excellent traditional Chinese culture.
Comprehensive efforts have been made to strengthen the Party’s leadership over the work of the Young Pioneers. Zhuhai’s Young Pioneers have improved the working mechanism of Party building leading Young Pioneers building, issued documents specifying 11 specific tasks and 21 detailed measures, and promoted the inclusion of counselors in the professional title evaluation of “moral education category” in primary and secondary schools.
Consolidate Organizational Foundation to Promote Reform and Innovation in Young Pioneers Work
Group counselors are the organizers, instructors and service providers of Young Pioneers work, playing multiple key roles.
Adhering to strict political standards, we have given play to the exemplary leading role. Zhuhai’s Young Pioneers have hired outstanding Party members, Communist Youth League members, League cadres and advanced figures from various fields as off – campus counselors, and established a talent pool of off – campus counselors. It has achieved a 100% staffing rate and Party member ratio for municipal and district – level chief counselors, and a 100% ratio of Party and League members among group counselors in primary and secondary schools across the city.
We have innovated mechanisms and optimized the evaluation and incentive system. Zhuhai’s Young Pioneers have taken the lead in Guangdong Province in appointing group counselors in primary and secondary schools at the level of middle – ranking department heads, converted the tenure of group (deputy group) counselors in primary and secondary schools into the working years of head teachers in accordance with standards, and included the time for Young Pioneers activities into class hours calculation. In 2025, it won two second prizes and one third prize in the Provincial Counselor Professional Skills Competition.
By leveraging the combined advantages of on – campus and off – campus resources, villages (communities) have been taken as an important support for Young Pioneers organizations to integrate into society. At present, 59 village (community) Young Pioneers Working Committees and 63 Young Pioneers activity organizations have been set up in the city, and 67 municipal off – campus practical education camps (bases) for the Young Pioneers have been built. In terms of strengthening and standardizing the construction of new media platforms, it has improved the new media working mode of “Red Scarves”, launched high – quality cultural products, and built an online red ideological position for children. Over the past five years, Zhuhai’s Young Pioneers have carried out 74 sessions of the “Red Scarf School” with themes such as Party history learning and education, model figure lectures, and ecological environmental protection, covering nearly 8,000 people. In addition, it has officially opened the province’s first children’s theme park named after “Red Scarf”.
Pool Strengths from All Sectors to Safeguard Children’s Healthy Growth
For children to grow up in a more comprehensive and healthy way in the new era, it is inseparable from the care and love of the whole society.

To promote the fair sharing of high – quality educational resources, Zhuhai has launched projects such as “Red Scarves Love Science” and “Red Scarf Science and Technology Express”, promoting the popularization of science in campuses. Over the past five years, these projects have covered more than 140 schools and over 23,000 students. Relying on the “Welfare Lottery Seedling Cultivation Program”, it has provided more than 1,000 public welfare places, organized the “Hope Project Guangdong – Zhuhai Family Reunion” activity, and for three consecutive years, has issued grants to 300 underprivileged students in Zhuhai, Zunyi and other places.
It has upgraded one municipal – level venue with multi – functional zones, set up a professional Youth Escort Volunteer Lecturer Group, and carried out “N” brand projects of “Youth Escort” to achieve hierarchical and precise coverage… The Zhuhai Municipal Committee of the Communist Youth League has continuously promoted the brand of the “12355 Youth Service Center”. Taking the “Youth Escort Lecture Hall” as an example, the lecturer group has carried out 362 activities in campuses and communities, and cared for the healthy growth of young people through the “young people ordering” model.
A series of activities themed “Pomegranate Seeds as One Family” have been carried out to expand children’s “social circle”. The Zhuhai Municipal Committee of the Communist Youth League has held the Greater Bay Area Youth Dream of the Blue Sky Practice Camp, assisted in organizing activities such as the Hong Kong and Macao Children’s Trip to Guangdong and the Greater Bay Area City Exploration Tour series of exchange groups. Notably, Zhuhai has organized young people to participate in the China – Russia “Two Countries, Three Cities” Children’s Exchange and Study Tour, which has been incorporated into the 36 – year – old China – Russia “June 1st” Children’s Exchange Program, helping to deepen the friendship between Chinese and Russian young people.
Children are the future of the motherland, the hope of the Chinese nation, and the future of the Party. In the days ahead, the Zhuhai Municipal Committee of the Communist Youth League will fully strengthen the integrated development of the Party, the Communist Youth League and the Young Pioneers, adhere to the unity of organizational education, independent education and practical education, and unite, educate and guide the majority of children to strive to grow into new – era talents capable of shouldering the responsibility of national rejuvenation.
